I am requested by the Dominican Government to inform you that Haitien forces continue to occupy Dominican territory formerly occupied by Dominican guards, and Haitien authorities are openly aiding the revolutionists of Monte Christi. Demands made by the Dominican Legation for the observance of neutrality have no practical effect. The Monte Cristi revolution would have been suppressed long ago if it had not received Haitien aid.
