The American Minister to the Dominican Republic to the Secretary of State.

The press dispatches referred to in your January 23 seem to be exaggerated. The Dominican Government informs me as follows:

Two hundred men under Generals Desiderio Arias, Zenon Toribio and a Haitian criminal crossed from Haiti into our territory to disturb the peace; they are now in Santiago Cruz and the Dominican Government is sending a strong force against them. The movement in question has no importance except that it is being aided by Haiti.

An American receivership inspector from the region in question confirms the Government statement.
