Sir: Referring to my despatch No. 434 of the 20th ultimo and to previous correspondence in regard to the Ciénaga de Zapata concession, I have the honor to transmit herewith enclosed (in compliance with the request of Mr. Isaac K. Champion) copy¹ of the opinion of his attorney as to the legality of the Zapata concession and copies¹ and translations of various communications addressed to the company and to the President of the Republic by municipal governments and property owners who express themselves as favoring the granting of the company’s concession.
