Sir: I have the honor to acknowledge receipt of the Department’s instruction No. 123 of the 13th instant, instructing me as to the reply to be made to President Gómez’s note of the 19th ultimo in regard to the proposed Zapata Swamp Concession.

In reply I have the honor to report that I yesterday addressed a note to President Gómez in the language desired by the Department.
