President Gómez spoke in his note (fourth paragraph) of the frequent transmission through this Legation of “contradictory advice” (consejos contradictorios) in this matter. It is superfluous perhaps to state that absolutely no representations or observations have been made by this Legation except in the note addressed to the President in obedience to the Department’s instruction dated July 17.
