The Navy Department highly appreciates the honor contained in article four of the President’s decree, relating to delivery by the Cuban Navy on board an American war vessel of the remains taken from the Maine. It would, however, be practically more expedient for the American Navy to receive the caskets at Caballería wharf and convey them to the North Carolina. You will urge upon the Cuban Government a modification of the arrangements to this effect.

The wreck of the Maine will probably not be removed before March 14.
