I report with reserve that the Legation has been requested by the Chinese Government to inform the Department that the Japanese [Page 54] are supplying revolutionists in South Manchuria railway zone with funds for arms and recruits and are giving them free passage on trains. Four Japanese are advisers to revolutionists. Japanese also reported arming Hunghutzus. The Viceroy addressed the Japanese Consul General out obtained no satisfaction.
