Sir: The Department has received your No. 941 of the 19th instant, in which you report that the President of Cuba has issued a decree directing a special demonstration of sympathy for the sailors of the Navy of the United States who lost their lives in the explosion on the Maine.

As suggested by yon, the Department desires you at the proper time to convey to the Cuban Government an appropriate expression of the thanks of the Government of the United States for this demonstration of sympathy.
