Sir: Referring to your No. 477 of the 23d ultimo, I enclose for your information a copy of a letter³ from the Acting Secretary of the Navy expressing his approval of the final text of the proposed convention for the enlargement of the Guantánamo naval station on the understanding that the rent as proposed by the new agreement covers the entire tract as enlarged.

Your full powers will be sent to you within a few days, and you may conclude the convention at Habana, either engrossing it at the Legation or requesting the Cuban Foreign Office to engross both copies. You will of course compare the copies, English and Spanish, carefully before signature.
