Sir: The Department has received Mr. Gibson’s note No. 442 of the 26th ultimo, inclosing a copy of his note to the Cuban Foreign Office, and a copy of that Office’s reply, in the matter of the arbitration of the so-called “insurrectionary claims” against the Cuban Government.

The Department suggests that you advise the Secretary of State of Cuba that, in view of the circumstances mentioned by him in his note, it would seem unwise at this time to make public the expression of this Government’s opinion in favor of arbitration of these claims. You may add however that this Government will be glad to reconsider this determination as soon as the matter of submitting the claims to arbitration again becomes urgent.
