The Cuban Secretary of State has not made any statement to the press, in spite of strong recommendations; on the contrary he has [Page 275] succeeded in creating a feeling of apprehension here by stating with an air of mystery and grief that the situation was extremely serious; that the telegrams from the Cuban Minister at Washington were very alarming and that no one could foresee the outcome. These statements seem to have been made deliberately. It is now consequently believed here that our Government has assumed a threatening attitude toward the Cuban Minister and that the situation is really critical.
