I have this evening impressed most earnestly upon the Cuban Minister the necessity for the Cuban Government to realize its duties and responsibilities in this matter and have plainly indicated to him that this Government is shocked at the seeming acquiescence of the Government of Cuba in the attacks upon the Legation, to be inferred by its silence thus far, and that this Government expects that the Government of Cuba will promptly and adequately deal with the situation.
