You will instruct consular officers to keep Legation and Department informed by telegraph on Monday and Thursday of each week of movement of Cuban and revolutionary forces in their districts.

You will at once endeavor to have the Cuban Government station and maintain regular guards of 200 men each at both Daiquiri and Firmenza and of 50 men at El Cobre for the protection of the Spanish-American, the Juraguá, and Cuba Copper companies. This is most important.
