Until there is some material change in the situation, the Department believes the interests both of the lenders and of China would be best served by the several Governments standing firmly by the joint representations made on July 9. But if China finds itself unable to accept the conditions then laid down, it should be left free to make other arrangements to meet its immediate requirements. You may so inform the Government to which you are accredited.
