The Foreign Office feels that although the position of the American group in insisting on preserving the principle of the reorganization [Page 146] scheme in all future loans is absolutely necessary in theory, there are many practical difficulties in the way. Sir Edward Grey does not wish to insist on a plan too onerous for China at this juncture, which might lead to renewed trouble between the Central Government and the Provinces. He thinks that by imposing proper conditions and safeguards on independent loans, China may be helped to preserve order; after which the general reorganization scheme could be taken up.
