The Department concurs with the British Government in its view that loans to China should not be made without adequate provisions for supervision of expenditures. You may join your colleagues in representations to that effect. By “adequate provisions for supervision” the Department has in mind substantially the bases of the bankers’ telegram of May 15 without insistence upon the financial agency.
