The groups have decided to telegraph Russia to the following effect: Japan has made a proposition which is acceptable to the British, French and German Governments and to all four groups, and upon approval by the American Government she will be admitted, thus making five groups. Definite answer to be received from Russia by June 18, else loan negotiations will proceed without her.
