The Secretary of State to the American Ambassador to France .

[Telegram.—Paraphrase.]

Referring to the Department’s May 17, 3 p.m., the Department on the 22d instant telegraphed as follows to the American group:

In response to the American group’s request for still further expression of this Government’s views regarding the proposed telegram to Peking, the Department can only refer to its communication May 17 to the group, calling particular attention to the reference therein to previous communications, all of which, taken together, appear to give a very complete expression of the views of this Government.

However, to make partial recapitulation, the Department reiterates the view that the proposed measures involve primarily questions for the groups and the Chinese Government, and, moreover, feels that it would not be justified in making any objection provided the proposed arrangements proved acceptable to China and assuming that they were agreeable also to the majority of the other governments.

The Department again calls especial attention to its attitude, repeatedly expressed, as to preliminary advances.
