Yesterday the Minister for Foreign Affairs, and later the Grand Vizier, told the Ambassadors of the five Powers that the Sultan had decided to remain in Constantinople but disclaims all responsibilty for the safety of its inhabitants if the Bulgarians capture it. These communications were reported by the Ambassadors to their Governments in identic terms, without recommendations.
