The Department learns that revolutionary activities are at present in progress in Guatemala under Generals Prudencio Alfaro and Lino A. Barahona, and that President Bonilla is cooperating with the President of Guatemala. Immediately bring this to the attention of the Government of Honduras and urge strict observance of the Washington conventions.
