When you have received the telegram of January 10, 2 p.m., from the American Minister to Salvador, you will immediately take up this matter with the President of Guatemala, vigorously impressing upon him the absolute necessity of putting a stop to this hostile movement against Salvador, in utter disregard of the Washington conventions.
