Sir: I acknowledge the receipt of Ambassador Rockhill’s despatch No. 592, of June 21, in further reference to the policy of the Russian Government to extend to twelve miles the limits of Russian territorial waters. Careful note has been made of your statements as to the steps already taken in this direction.

The Embassy is requested to keep the Department informed of future developments in this matter.
