Sir: I acknowledge the receipt of your despatch No. 558, of May 16, in further reference to the proposal of the Russian Government to secure the passage through the Duma of a law extending to twelve miles from low-water mark the area of the territorial waters which shall be supervised by the Russian customs authorities.

You are requested to keep the Department advised of any further developments connected with this matter.
