Sir: In reply to the Department’s instruction No. 148 of the 11th instant, concerning the Russian law extending to twelve miles from low-water mark the area of supervision by the Russian customs authorities, I have the honor to state that the only information on the subject which the Minister for Foreign Affairs has so far been able to give me was another copy of the Law of December 10/23, 1909 (forwarded with my despatch No. 363 of September 30, 1910).

I have been unable to secure copies of the notes exchanged by the Russian and British Governments on this subject, which is still under discussion, though I had already asked that they be shown for your confidential information.
