The President asks that the Department recommend to serve under Doctor Converse an engineer who has specialized in public water supply and sewerage construction and has had responsible Chargé of such work. He is wanted to supervise the design and construction of works at Iquitos. Preferably member of American Society of Civil Engineers; must be scrupulously honest.
