Sir: Referring to previous correspondence, I have the honor to enclose herewith, for your information, a copy of a memorandum by the Solicitor of this Department, dated April 4, 1912, dealing with the subject of our treaty right to establish wireless telegraph stations not only in the Canal Zone but on the Isthmus of Panama itself, and to inquire whether it is your desire that this Department now proceed to notify the Panaman Government of the purpose of the Government of the United States, in accordance with the rights granted by treaty, to acquire sites for wireless stations at the points indicated in your communication of January 23, 1912, and to take steps to obtain the necessary control of these sites.
