[Telegram.—Paraphrase.]

The financial groups of France, Germany, Great Britain, and the United States, with the sanction of their Governments, have agreed [Page 112] to make an advance to meet the immediate needs of the provisional government of united China. The groups are willing to concede equal participation to Russia and Japan. You will cooperate with your British, French, and German colleagues by informing the Minister, for Foreign Affairs that this Government has approved the transaction on the condition that full and equal participation be offered to Russia and Japan and would suggest that, if agreeable to the Imperial Russian Government, a financial group or agency be designated by that Government with which the groups of the other nationalities may arrange the necessary details of this and future loans.
