Panama, December 21, 1911.

The Minister for Foreign Affairs has told me in conversation that his Government will enter into such an understanding as that indicated in your telegram of December 16, if necessary for protecting the canal and the interests of the United States, but hopes such an understanding will not prevent such use of wireless telegraphy as might aid the development of Panama.
