Sir: The Department has received your No. 15 of the 29th ultimo, reporting the conversation between yourself and Mr. Augusto Dziuk, the representative of the Balboa and Pacific Estates Company Limited and the Balboa and Darien Estates and Railway Company, in regard to the railroad concession granted to these companies.
Copies of your despatch and the English text of the enclosure have been forwarded to the Secretary of War.
The Department’s views as to this concession are covered by instruction No. 89, of September 20, 1911, to Mr. Andrews.
