Sir: I have the honor to inform the Department that the inauguration of Dr. Belisario Porras as President of the Republic of Panama occurred yesterday in a dignified and orderly manner and amid expressions of genuine enthusiasm upon the part of both the number of those who were present at the National Theater at the inaugural ceremony and by the populace assembled in large numbers on the streets about the theater and the Presidential Palace.

The inaugural address contained very friendly and appreciative references to the United States.
