Your June 19. The marine detachment will not be withdrawn. Orders have been issued authorizing, upon your recommendation, the rise of marines and infantry to preserve order on election days in Panama and Colon. Should it become indispensable for these forces to be used, you wall previously notify Panaman authorities, informing them that such action is taken for the maintenance of public order.
