Porras and Díaz both absent in the interior, but the leaders of both parties have to-day affirmed to me over their signatures that Porras and Díaz both desire American supervision of registration and election. This I believe to be true. The written statements were signed for Porras by Mendoza, Valdés and Chiari; for Díaz by President Arosemena. I recommend our acquiescence, and believe the committee as described could devise suitable measures in the manner indicated, as Governor Thatcher is on leave. President Arosemena has asked me by a note just received to urge my Government to accede to the request of the Government of Panama.
