Sir: I have the honor to enclose a copy of a letter1 from the French consular representative in Nicaragua requesting me to forward to Granada food supplies furnished by him to certain of his nationals who have had to endure the hardships imposed on foreigners and natives alike by Mena’s lawless bands. The Legation was of course glad to be able to comply with the request.

I am also transmitting copies of letters1 received from Americans and other residents of Granada, briefly describing conditions which recently prevailed in that city under the Mena régime.
