File No. 817.48/17.

The American Minister to the Secretary of State .

[Telegram.—Paraphrase.]

The second car of Red Cross provisions distributed in Granada by Legation clerk to more than 8,000 persons, one day’s rations each, preference being given to hospitals, schools, convents, women and children. Fewer than 30 men applied, all of them sick, blind or crippled. Conditions were as bad as reported; delay of another week would have resulted in many deaths. The bluejackets and marines, touched by the pitiful condition of the sufferers, shared their rations with them. The prompt and generous action of the American Red Cross not only afforded the much-needed relief but also created a strong sentiment of friendship among all classes to whom supplies were distributed impartially without reference to affiliation.
