During the past week this Government has exchanged telegrams with France, Germany, Great Britain, Japan and Russia, from which it appears that while there is some divergence of opinion as to the advisability of a small loan to the Peking Government at the present juncture for administrative purposes, and as to what further measures may be advisable in case the Shanghai conference fails of satisfactory results, there is entire accord among the Governments in the opinion that it is essential to maintain complete unity of action by the powers.
