Your assistance is urgently requested to prevent misunderstanding arising in America and China by restraining financiers loaning funds to Manchus, which independent Provinces must regard as directed against them in their fight for liberty. The Manchu contention that the money is needed to maintain order in Peking is a ruse. Foreigners can increase legation guards or remove temporarily to Tientsin. The revolutionaries are giving the fullest protection to foreigners.
