Managua, December 30, 1911.
Sir: I have the honor to enclose herewith a copy and translation of a Presidential decree,1 which was subsequently ratified by the Assembly, approving the transaction entered into by Messers Brown Bros, and Co. and J. and W. Seligman and Co., as authorized agents of the Republic of Nicaragua with the Ethelburga Syndicate Ltd, [Page 1082] of London. This decree bears date of the 14th instant, and was published in the “Gaceta Oficial” on the 23rd instant.
The President and other members of his Government have expressed to me their gratification at this prompt and satisfactory solution of this harassing and disturbing obligation.
