Sir: I have the honor to acknowledge the receipt of your note of the 7th instant, in which you inform me that a contract [etc.]
In reply, I have the honor to inform you that the name of Clifford D. Ham, at present Surveyor of the Port of Manila, has been placed in nomination by Messrs. Brown Brothers and Company and J. and W. Seligman and Company to fill the post of Collector-General of Customs of Nicaragua, and that I have this day approved his nomination as a suitable and competent person to fill that position.
