Sir: I have the honor to confirm the following telegram to the Department, which was sent on October 16th by wireless via Colón:

I have to suggest that the Tacoma be withdrawn, as there is no danger of any trouble now, all being quiet here.

Thinking that the ship may be needed elsewhere, and as it appeared to me that all danger had passed, I sent the above telegram. The ship received instructions on October 19th to proceed to Tampico, Mexico.
