The Secretary of War directs that the Governor of the Panama Canal Zone be informed in substance as follows:
General Luis Mena, recent revolutionary leader in Nicaragua, has surrendered to Rear Admiral Southerland and will arrive at [Page 1054] Panama from Corinto on the U. S. S. Cleveland on October 1st, accompanied by his son and body servant. Rear-Admiral Southerland recommends: “Please request Governor of Canal Zone to permit his landing. I suggest that he be kept under surveillance, and that neither he nor his son be allowed to go to any Central American stale hereafter. He is sick and unable to walk, may have to be sent to Ancon hospital.”
The Secretary of State considers it important that General Mena and his son understand that the Government of the United States expects them to remain upon Canal Zone territory for the present.
The Secretary of War directs that you take appropriate action to carry out the wishes of the Secretary of State in connection with the Legation of Panama, which has been directed to cooperate with you.
