The Acting Secretary of the Navy to the Secretary of State.
Washington, September 28, 1912.
Sir: I have the honor to invite attention to the telegram from the American Minister at Managua, dated 11 p.m., September 26th, transmitting a message for the Secretary of the Navy from the Commander-in-Chief, Pacific Fleet, dated September 26th, 9 p.m., and particularly to the following portion thereof:
Please request Governor of Canal Zone to permit his [Mena’s] landing. I suggest that he be kept under surveillance, and that neither he nor his son be allowed to go to any Central American state hereafter. He is sick and unable to walk, may have to be sent to the Ancon hospital.
This request and suggestion of Rear Admiral Southerland are submitted to the Department of State for its consideration and such [Page 1051] action as may be deemed appropriate, attention being invited, in this connection, to the fact that the statements contained in this cablegram indicate that it is possible that the Cleveland may reach Panama as early as the afternoon of Sunday, September 29th.
