Sir: I enclose herewith for your information a
copy of a despatch from the Legation at San José, in regard to the rumor
that the Nicaraguan Liberals threatened to invade Nicaragua from Costa
Rican territory.

Sir. I have the honor to acknowledge the
receipt of the Department’s telegraphic instruction of August 1,
1912, directing me to investigate and report upon the rumor that the
Nicaraguan Liberals threatened to invade Nicaragua from Costa Rican
territory.
When this instruction was received, I was confined to my bed by a
slight illness. I therefore requested Consul Lee to call upon the
Minister of Foreign Affairs. Mr. Lee was informed by Mr. Castro that
he knew of no threatened invasion by the Nicaraguan Liberals from
the Costa Rican border, and considered such invasion improbable,
adding that, at the request of the Nicaraguan Chargé d’Affaires, the
Costa Rican Government had ordered that certain Nicaraguan emigrados
be put under strict police surveillance.
I accordingly cabled the above information to the Department
today.
