Sir: For your information and with reference to Mr. Gunther’s telegram of January 4th to the Department, you are advised that Consul Lee, in whose custody the Legation at San José now is, reported under date of January 16th that he could not, after careful investigation, verify the rumor that Gámez was lending assistance to any movement against Nicaragua, or that he was in constant communication with General Vásquez. He added that in San José there was no evidence of the existence of any activity against Nicaragua.
