Sir: I have the honor to report that acting upon certain representations made by Mr. A. W. Heaton, one of the El Paso claimants against the Mexican Government, an inquiry was made at the Mexican Foreign Office as to the present status of the El Paso claims for damages growing out of the injuries inflicted by firing across the line from the Mexican side to the American side of the boundary, and that Mr. Lascurain replied that the claimants without exception had refused to enter into negotiations, preferring to await the action of the joint Senate and House-Committee appointed by Congress to investigate into the matter.
