Excellency: I have the honor to acknowledge the receipt of your note of the 1st instant, from which the Department is gratified to learn that your Government has appointed commissioners at El Paso, Texas, and Douglas, Arizona, to attend to the damage claims arising from the battles that occurred at Ciudad Juárez and Agua Prieta; and in reply I beg to say that this Government earnestly hopes that this matter will be settled with the least possible delay.
