Sir: As a result of the continued disturbed state of this country the Embassy is in almost daily receipt of enquiries from citizens of the United States, who have suffered loss and damage to their properties, concerning what action they shall take in the matter of their claims against the Government of Mexico.

I have the honor to request that the Department of State instruct the Embassy in the premises. At the present time I am treating these cases precisely as they were treated in the last revolution.
