The Minister for Foreign Affairs says the delay in taking up the claims has been unavoidable owing to the extraordinary amount of work thrown on the consuls by the disorders. His plan involves the transfer of the consul at Laredo to Douglas and a consequent general shift of consular officers due to the incompetence of several. A reply from the Governor of Coahuila is expected to-morrow, after receipt of which arrangements will be completed.
