Sir: Referring to the matter of the American claims growing out of the recent revolution I have the honor to inform the Department that on February 15th I informally requested Mr. Calero, Mexican Minister for Foreign Affairs, to inform me what action had been taken therein. Mr. Calero stated that instructions had already been sent to the Mexican Consul at El Paso to institute an investigation into the matter of the claims growing out of the El Paso-Ciudad Juárez incident. He said that he had no confidence in the Mexican Consul at Douglas and was making a change in the consular representation there in order that the Mexican Government might have the benefit of an intelligent and thorough investigation into the facts. Mr. Calero thought that this contemplated change might, be brought about in two or three days. Mr. Calero further said that he had referred the Alamo cases to the Minister of Justice, who is understood to be arranging the method of judicial investigation.
