The Secretary of State to the American Ambassador.

[Telegram.—Paraphrase.]

The Department is advising American claimants at Douglas and El Paso of the substance of your telegram of January 22 regarding the proposed attempt of the Mexican Government to settle through Mexican consular officers there, and is adding:

“In view of all the facts and circumstances of your case, including the possible saving of time and expense on your part, you will probably consider it advisable to endeavor to adjust your claim personally or by attorney with the consular representative of the Mexican Government authorized to act in the matter, provided a reasonably satisfactory settlement can be effected.”

The following persons have been so advised: [naming them.] Should it appear from the Embassy’s records that there are other claims growing out of the firing across the line, you will advise the claimants in the sense of the Department’s communication to claimants referred to above.

It is advisable for you to submit to the Mexican Government the names and addresses of all these claimants, in order to assist the investigations of the Mexican consular officers.
