You will make representations regarding Douglas and El Paso incidents as directed in Department’s January 8. But in view of your report of the seeming attitude of the Mexican Government, you may if you deem it advisable make them in more urgent terms than the Department has indicated.
The Department desires information regarding the attitude of each of the other powers towards all classes of claims, not merely personal injury claims; also the general attitude of the Commission toward all classes of claims.
